They manage the employment relationship, being responsible for meeting, hiring, training, organizing tasks and schedules (based on the number of hours granted by the CLSC), and terminating the employee if necessary, always following labour standards.<\/p>\n<p><span style=\"font-weight: 400;\">The self-manager is also responsible for managing payroll operations for the person providing the services. Therefore, the self-manager is considered the employer, except in some instances. For example, if the user receiving services is not able to manage them, someone else (often a caregiver) may take on the role and be legally considered the employer.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><strong>Note:<\/strong><br \/>\nThe Ministry of Health and Social Services states that each service user is the legal employer of the CES worker under this modality. However, suppose the user is unable to sign a work contract or manage their services, another person handling CES administration (e.g., a caregiver) may be held accountable by the CNESST as the legal employer under the Labour Standards Act (LNT).<\/span><\/p>\n<p><a class=\"btn\" href=\"https:\/\/www.legisquebec.gouv.qc.ca\/fr\/document\/lc\/n-1.1\" target=\"_blank\" rel=\"noopener\"><strong>Learn more<\/strong><\/a><\/p>\n<h2><b>Why Use the CES Modality?<\/b><\/h2>\n<ul>\n<li>To have more autonomy by choosing who will provide home support services and when they will be delivered.<\/li>\n<li>To manage the worker directly.<\/li>\n<li>To benefit from a financially accessible program, since the government pays the worker through the CES payroll processing center.<\/li>\n<\/ul>\n<h2><b>How to Become a Self-Manager &amp; Eligibility Criteria for Oxili<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">To become a self-manager, your CLSC must grant you CES hours.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To access Oxili services, you must:<\/span><\/p>\n<ul>\n<li>know the exact number of CES hours granted and confirmed by your CLSC;<\/li>\n<li>live on the Island of Montreal;<\/li>\n<li>ensure each home support service block is a minimum of 90 consecutive minutes.<\/li>\n<\/ul>\n<p><strong>Important: <\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Oxili cannot guarantee a match based on the selected criteria, especially given the current labour deficiencies. If no worker is available due to incompatible schedules or location, alternative solutions may be offered, such as posting flyers in your building or neighbourhood, or creating online job postings.<\/span><\/p>\n<h2><b>Service Offer<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The matching process includes several steps:<\/span><\/p>\n<ul>\n<li>Providing information about CES and the Oxili Service.<\/li>\n<li><span style=\"font-weight: 400;\">Creating a self-manager profile in the digital platform, including personal information and home support needs.\u00a0<\/span><\/li>\n<li>Submitting a match request and sending results to the self-manager, along with management tools and information sheets.<\/li>\n<li><span style=\"font-weight: 400;\">Offering guidance and alternatives when no one on the list meets the needs.<\/span><\/li>\n<li>Following up one week after sharing the referral list.<\/li>\n<li>Updating self-manager files.<\/li>\n<\/ul>\n<h2><b>Code of Conduct<\/b><\/h2>\n<h3><b>Expectations for Self-Managers<\/b><\/h3>\n<ul>\n<li>Communicate with Oxili coordination with transparency, integrity and respect.<\/li>\n<li>Update your preferred schedule and personal information (address, phone<br \/>\nnumber, email) via the platform or by contacting Oxili.<\/li>\n<li>Notify Oxili of any changes to your CLSC intervention plan (medical diagnosis,<br \/>\nlimitations, number of hours, needs, etc.).<\/li>\n<li>Contact the people listed in your referral list.<\/li>\n<li>Offer the wage set by the CES modality.<\/li>\n<li>Respect the minimum 90-minutes consecutive work blocks.<\/li>\n<li>Sign a work contract with the employee.<\/li>\n<li><span style=\"font-weight: 400;\"> Convenir d&#8217;avance des cong\u00e9s, des vacances et de comment disposer des jours f\u00e9ri\u00e9s.\u00a0<\/span><\/li>\n<li>Inform the worker as early as possible about schedule changes.<\/li>\n<li>Plan your time off, including vacations and holidays.<\/li>\n<li>Follow the hours, schedule, and tasks outlined in your CLSC plan, which<br \/>\nshould be included in the work contract.<\/li>\n<li>Communicate your needs.<\/li>\n<li>Notify Oxili about any relevant observations (positive or negative) regarding<br \/>\nyour worker.<\/li>\n<li>Alert Oxili if you experience any form of discrimination or intimidation from the<br \/>\nworker.<\/li>\n<\/ul>\n<h3><b>Oxili\u2019s Commitment to Self-Managers<\/b><\/h3>\n<ul>\n<li>Communicate with you with transparency, integrity and respect.<\/li>\n<li>Provide a violence-free environment.<\/li>\n<li>Offer high-quality service: attentiveness, openness, mediation.<\/li>\n<li>Propose matches with workers who respect your needs and preferred<br \/>\nschedule.<\/li>\n<li>Inform you about new ministry directives related to home support and CES.<\/li>\n<li>Ensure the protection of your personal information.<\/li>\n<li>Prevent discrimination, harassment, or intimidation from workers.<\/li>\n<li>Protect your rights during dispute with a worker, and refer you to a third-party<br \/>\nsupport if needed.<\/li>\n<li>Offer support and referrals.<\/li>\n<\/ul>\n<h2><b>Tools<\/b><\/h2>\n<ul>\n<li>A government brochure about the CES<\/li>\n<li>A sample work contract<\/li>\n<li>A sample interview guide<\/li>\n<li>A welcome letter (including the hiring process)<\/li>\n<li>A link to the Self-Manager&#8217;s Guide in collaboration with Universit\u00e9 du Qu\u00e9bec<br \/>\nen Outaouais (UQO)<\/li>\n<li>Anti-harassment info sheet (coming soon)<\/li>\n<li>Complaint form<\/li>\n<li>Code of conduct<\/li>\n<li>CNESST information sheet<\/li>\n<\/ul>\n<h2><b>Resources<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">If you&#8217;re outside the Island of Montreal and looking for a similar service, here are a few options:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.aldpa.org\/cheque-emploi-service\/\" target=\"_blank\" rel=\"noopener\">ALPA &#8211;
