Self-Managers

A self-manager is a service user who receives CES (Employment Paycheque) support and is also considered an employer. They manage the employment relationship, being responsible for meeting, hiring, training, organizing tasks and schedules (based on the number of hours granted by the CLSC), and terminating the employee if necessary, always following labour standards.

The self-manager is also responsible for managing payroll operations for the person providing the services. Therefore, the self-manager is considered the employer, except in some instances. For example, if the user receiving services is not able to manage them, someone else (often a caregiver) may take on the role and be legally considered the employer.

Note:
The Ministry of Health and Social Services states that each service user is the legal employer of the CES worker under this modality. However, suppose the user is unable to sign a work contract or manage their services, another person handling CES administration (e.g., a caregiver) may be held accountable by the CNESST as the legal employer under the Labour Standards Act (LNT).

Why Use the CES Modality?

  • To have more autonomy by choosing who will provide home support services and when they will be delivered.
  • To manage the worker directly.
  • To benefit from a financially accessible program, since the government pays the worker through the CES payroll processing center.

How to Become a Self-Manager & Eligibility Criteria for Oxili

To become a self-manager, your CLSC must grant you CES hours.

To access Oxili services, you must:

  • know the exact number of CES hours granted and confirmed by your CLSC;
  • live on the Island of Montreal;
  • ensure each home support service block is a minimum of 90 consecutive minutes.

Important:

Oxili cannot guarantee a match based on the selected criteria, especially given the current labour deficiencies. If no worker is available due to incompatible schedules or location, alternative solutions may be offered, such as posting flyers in your building or neighbourhood, or creating online job postings.

Service Offer

The matching process includes several steps:

  • Providing information about CES and the Oxili Service.
  • Creating a self-manager profile in the digital platform, including personal information and home support needs.
