The Oxili Service provides matching and support between homecare workers listed on the referral list and service users—also known as self-managers—who require home support and wish to manage their services through the Direct Allowance/ Employment Paycheque (CES) program.

Whether you are an employer or an employee, you have rights and responsibilities when it comes to voting:
According to Quebec’s Election Act, employers must make arrangements to ensure that workers have sufficient time to vote on election day. If the usual work schedule doesn’t allow enough time, the law requires the employer to provide up to four hours of paid leave to allow employees to vote. Meal breaks cannot be counted in the
calculation of this time.
Case law has established that employers cannot require their employees to advance voting.

What is the Service Employment Paycheque?
The Direct Allowance / CES program is a method of delivering home support services that, in some cases, may be chosen by the service user and their CLSC patient navigator. Under this model, the service user (self-manager) becomes the employer!
As such, Caisse Desjardins, via the CES Processing Center, acts as the pay agent for the CLSC.
The CES Processing Center is responsible for:
- Managing all payroll operations (salaries, source deductions, vacation/sick day banks, adding or removing employees)
- Preparing termination forms, annual tax slips, etc.
If you encounter any issues receiving your pay, please contact the CES Processing Center at 514 356-1199 or your CLSC patient navigator immediately. You can also request a payroll calendar from your CLSC patient navigator.

What is a Self-Manager?
A self-manager is a service user who receives home support and uses the CES modality to manage their services.
What is a Homecare Worker paid through the CES modality?
A home support worker assists individuals with permanent or temporary disabilities in performing daily and household tasks, helping them maintain their autonomy and quality of life in their own home. These workers are paid through the CES program.
